Environmental Assessment to Secure Additional Solid Waste Disposal Capacity within the County of Brant

The Need

Based on current waste generation projections, it is predicted that the Biggars Lane Landfill site (the County's only operating waste disposal facility) will reach capacity by 2021. As the County plans for the future, it is looking to ensure that its solid waste disposal needs will be met until the end of 2050.

Solid Waste Disposal Future Needs Study

The County undertook a Solid Waste Disposal Future Needs Study in 2010 to identify solid waste disposal options that would enable the County to dispose of solid waste generated within the County  after the Biggars Lane Landfill reached its currently approved capacity. The study examined various alternatives and concluded that the preferred alterative to address future solid waste disposal needs through 2050 was to develop new disposal capacity at the Biggars Lane Landfill site property.

The Project

In mid-2012 the County commenced an Environmental Assessment (EA) to explore alternative ways to expand the Biggars Lane Landfill site.

Terms of Reference

The first step in the project was to prepare and submit a Terms of Reference (ToR) for the EA. The ToR identifies the process the County will follow to undertake the EA under the Environmental Assessment Act. The County received approval of the ToR from the Minister of Environment and Climate Change (MOECC) in May 2015.

Environmental Assessment

In August 2015 the County commenced the work to fulfill the requirements of the approved ToR, which will result in the preparation and submission of an EA Study to the Ontario MOECC for approval. The EA Study  will examine alternative methods to expand the Biggars Lane Landfill, identify the preferred alternative and determine the net environmental effects of the expansion.

The EA Study is anticipated to be completed by 2019.

Public Consultation

Consultation during the development the EA Study involves a variety of activities. Consultation will take place at a minimum during Project milestones and will include at a minimum:

  • Public Notices in the local newspapers and on County website
  • Public Information Centres - (To date, 3 Public Information Centres have been held, information presented can be viewed on the Project Public Notices page.)
  • PIC #1 and #2 were held during the preparation of the Terms of Reference. Information presented can be found in the 2014 Terms of Reference document noted above.
  • PIC #3 was held in March 2016 to present the proposed landfill expansion alternative methods, scope of the individual assessment studies and the proposed evaluation criteria. 
  • Mailings to members of the Communications List
  • Information posted on the Project webpage

The local community, neighbouring municipalities, Aboriginal communities, Government Agencies and other interested parties are invited to become involved throughout the Project. Members of the public are encouraged to attend the Public Information Centres and complete a comment form. People can also ask to be added to the Project Communications List, and have information about the Project (i.e. Notices) sent directly to them.
