Lottery Licences

There are several different types of licences required depending on the type of lottery event. In order to serve you better, anyone applying for a lottery licence should set up an appointment with the Licensing Administrator.

Bazaar

A bazaar is a sale of goods held to raise money for a charity. Any combination of the following lotteries may be conducted in conjunction with a bazaar:

  • a raffle (including penny auction raffle) not exceeding $500.00 in prizes
  • a bingo not exceeding $500.00 in prizes
  • a maximum three wheels of fortune with a maximum $2.00 bet

Bingo

A municipality may issue a licence for the following types of bingo games and events with prize boards that do not exceed $5,500.

Regular Bingo
Regular Bingo events have prize boards that do not exceed $5,500. Download the Bingo Lottery Licencing Package (PDF).

Loonie Pot Bingo
Loonie Pot Bingo is a special, variable prize game within a regular game schedule. Download the Bingo Lottery Licencing Package (PDF).

Decision Bingo
Decision Bingo players use chips to purchase bingo paper and during each game may end or continue to play by using chips to ante. Download the Bingo Lottery Licencing Package (PDF).

Merchandise Bingo 
Merchandise Bingo is a bingo game or event where the prize board consists of items of merchandise. Download the Bingo Lottery Licencing Package (PDF).

Media Bingo
Media Bingo is a bingo event that is conducted on or through media such as radio, newspaper or television. Download the Media Bingo Lottery Licencing Package (PDF).

Table Board Bingo
Table Board Bingo, also known as Shutter Board Bingo, is a bingo game played on a mechanical Table Board Bingo Device. This device contains permanent bingo cards and shutters. A player marks a number by covering it with a shutter. Download the Table Board Bingo Lottery Licencing Package (PDF).

Break Open Ticket

A Break Open Ticket is a device made of cardboard and which has perforated cover window tabs behind which are symbols revealed by tearing open the cover tab. The winning combination of symbols is specified on the back of the ticket. Break open tickets are also known as "nevada tickets" or "pull tabs". Raffle

A raffle is a lottery scheme where tickets are sold for a chance to win a prize in a draw. Download the Raffle Lottery Licencing Package (PDF).

Blanket Raffle

A Blanket Raffle licence will allow eligible organizations to obtain one lottery licence to conduct and manage more than one type of raffle event within a fixed time period and within a capped prize amount. Download the Blanket Raffle Lottery Licencing Package (PDF).
