 The County of Brant Declares a State of Emergency

On March 19, 2020 at 11:11 am, the County of Brant has declared a state of emergency. The media release can be found on the News webpage.

The County of Brant has declared an Emergency today in support of the Province of Ontario's and the Government of Canada’s efforts to contain the spread of the COVID-19 pandemic.

Declaring an emergency under s 7.0.1 (1) of the Emergency Management and Civil Protection Act provides the County of Brant with all options available to protect the health and safety of individuals and families living in the County.

What does Declaring a State of Emergency Mean?

  • The declaration of emergency does not dramatically change the situation, we are already following our emergency management plan;
  • It provides the municipality with certain legal protections, and also provides volunteers who may be involved in our response to this emergency with protection in the event we need to draw on volunteer resources in the coming days;
  • It provides the municipality with flexibility to suspend normal practices to facilitate decision making for the organization to respond to the emergency as it unfolds, if necessary;
  • It does not allow municipalities to “lock down” society or break laws or act outside of the normal municipal business;
  • The County will continue to look for guidance from Ontario’s Chief Medical Officer of Health and the Brant County Health Unit on the steps it needs to take to help keep our residents safe, and the declaration puts us in a strong position to respond to the guidance provided by these agencies.

 

COVID-19 Information and Resources

We are working closely with the Brant County Health Unit and taking action to implement their recommendations and directives.  We are also in regular communication with the City of Brantford and Six Nations of the Grand River to ensure we have a coordinated response.

The County of Brant's Senior Management Team and Emergency Response Team is meeting regularly to continually assess services. We assure you that essential services will be maintained. We have put business continuity plans in place to ensure essential services such as Paramedics, Fire, Water, Roads, Waste Collection (and more) will continue.

The Brant County Health Unit (BCHU) is the lead local agency for public health and continues to actively monitor the situation in collaboration with provincial and national health agencies, local hospital and community agencies.

Assessment Centre Information - Brant Community Healthcare System moves Assessment Centre to the Brantford Civic Centre

The Brant Community Healthcare System has moved COVID-19 testing operations to the Brantford Civic Centre Auditorium located at 79 Market Street South. The COVID-19 Assessment Centre has expanded hours, additional staff and updated booking options to address higher demand for testing.

 

UPDATE: In order to address the increasing demand for COVID-19 testing, the COVID-19 Assessment Centre will no longer be accepting walk-ins. Beginning Friday, October 2nd, 2020, COVID-19 testing will be moving to scheduled appointments only. To read the full release click here.

You can also book an appointment in advance by emailing Covid.assessment@bchsys.org with your name and telephone number, or by calling the hotline at 519.751.5818 available Monday to Friday 9:00 am - 5:00 pm.

 

PLEASE NOTE: When there is high demand for testing, wait times and booking may take longer than usual.

 

If your symptoms get worse and you need urgent care, please visit the local emergency department or call 911 immediately.

PLEASE NOTE: For the safety of all patients, families and staff, visitor restrictions are in place. People being tested at the Assessment Centre will not be allowed to have visitors unless they meet the following criteria:

  • An adult accompanying a child who is a patient
  • A frail older person
  • A person with a disability
  • An interpreter for a patient

Who is Eligible for Testing?

The assessment centre will address the necessary steps if testing for COVID-19 is required based on symptoms, travel history and/or exposure to confirmed COVID-19 cases. As of September 24, 2020, the Ontario government provided updated criteria for COVID-19 testing stating that individuals can be tested if they:

  • are showing COVID-19 symptoms
  • have been exposed to a confirmed case of COVID-19 informed by the Brant County Health Unit or an exposure notice received on the COVID Alert app
  • are a resident or someone who works in a place that has a COVID-19 outbreak
  • are eligible for testing as part of targeted testing by the Ministry of Health and the Ministry of Long-Term Care                        

If you meet any one of the above circumstances, please contact the Brant Community Healthcare System to arrange for testing. You can also take the Ministry of Health’s self-assessment to help you decide if you need a test.

      • Staying home when you are sick.
      • Washing your hands with soap and water often, for at least 20 seconds. If soap and water are not available, use an alcohol-based hand sanitizer.

      • Avoiding close contact with people who are sick.
      • Covering your cough or sneeze with a tissue, then throwing the tissue in the garbage.
      • Cleaning and disinfecting frequently touched objects and surfaces

      • Wear a non-medical face mask if physical distancing may be difficult
    • Symptoms of COVID-19 include:

      • fever over 38 degrees Celsius
      • cough
      • difficulty breathing
    • Other symptoms of COVID-19 include:
      • Sore throat 
      • Hoarse voice
      • Difficulty swallowing
      • New olfactory or taste disorder(s)
      • Nausea/vomiting, diarrhea, abdominal pain 
      • Runny nose, sneezing or nasal congestion - in absence of underlying reason for these symptoms such as allergies, post nasal drip, etc.
    • If you are experiencing COVID-19 symptoms the Brant County Health Unit recommends the following:
      • Stay at home and avoid close contact with others.

    • If symptoms require medical attention, residents are asked to:
      • call Telehealth Ontario at 1-866-797-0000
      • call BCHU at 519-753-4937 or visit bchu.org
      • call their health-care provider
      • call 911, if you need immediate medical assistance
      • if you plan to go to the emergency department call ahead at 519-751-5818.
      • If you seek medical care, share your recent travel history with your healthcare provider.

  • Due to online learning, After School programs will be cancelled until in class learning returns.  
  • The After School programs will return once elementary schools are reopened.
Building Permits

We got you covered! Building permit applications can be electronically submitted through e-mail to building@brant.ca.

The application will need to include a pdf drawing or scanned image/ photos from your smart phone along with the completed permit application in order to be processed.  Please note that the building department will contact applicants with the procedure to pay fees prior to issuance of permits.

Community Centres & Arenas

County of Brant Arenas and Community Centres will close as of December 26, 2020 until further notice. If you have a facility booking during this closure period, please contact 519.442.1944 or email facilitybooking@brant.ca.  Staff are working to issue credits/refunds.  Please be patient. 

  • Exceptions include:
    • The Just 4 Moms and Kids Children’s Centre operated in the Scotland Community Centre will remain open to offer child care services.
    • The Cainsville Community Centre will continue to offer Alcoholics Anonymous meetings with a 10 person limit.

Face Coverings
Due to the ongoing COVID-19 pandemic, the Province of Ontario requires the use of a face covering (non-medical mask, such as a cloth mask) in public indoor spaces and whenever physical distancing is a challenge.  The County of Brant’s Face Covering bylaw expired on October 28, 2020 given the new provincial regulation. Fire Services

During the COVID-19 pandemic, the number of fire incidents has increased across Ontario including the County of Brant.  Fire Chief Geoff Hayman wants to remind everyone how important it is to keep fire safety top of mind. Test your smoke and CO alarms and practice your home fire escape plan. Safety tips include:

  • Always stay in the kitchen when you are cooking. Unattended cooking is a leading cause of home fires.
  • Keep a close eye on anyone drinking alcohol and attempting to cook or smoke.
  • Encourage smokers to smoke outside the home and outside the garage. Thoroughly extinguish all smoking materials in water or sand.
  • Always blow out candles before leaving the room.
  • Avoid overloading electrical outlets. Extension cords should be used only as a temporary connection. Avoid running electrical cords under rugs, which can damage the cords and cause a fire.
  • Ensure items that can burn are at least one metre away from space heaters.
  • Do not attempt to sterilize or decontaminate face masks for re-use by heating them in a microwave oven. Various fabric or metal components can overheat or create sparks and cause a fire if heated in a microwave.

 

 Fireworks:

Fireworks are permitted in the County of Brant. Please review the key highlights from the Fireworks Bylaw include:

  • You must be over 18 years old to purchase or discharge fireworks
  • Fireworks can only be sold on Victoria Day, Canada Day and six calendar days before these holidays
  • Fireworks can only be discharged on Victoria Day, Canada Day or seven days before and seven days after these holidays (unless you get a permit from the Chief Fire Official before discharging fireworks)
  • Fireworks cannot be discharged on county land without permission.

Fireworks Safety:

To keep you and your loved ones safe, please ensure:

  • The fallout or debris from the fireworks lands your own property and if you are not the owner, you must have written permission from the property owner to do so.
  • The weather is appropriate before discharging fireworks.  Do not use in windy conditions.
  • You understand the manufacturer’s safety instructions for each individual firework before discharging.
  • You choose a wide, clear site away from all obstacles and combustibles.
  • You are ready to extinguish a fire quickly.  Have a bucket of water and/or fire extinguisher ready.
  • After discharge, ensure the fireworks, casings, or other debris, are completely extinguished so not to create a fire hazard.
  • Wait at least 30 minutes before approaching a firework that did not go off. Never try to relight a firework that did not go off. Never try to fix a firework that is defective.

Keep the community healthy!

Please remember, the Province of Ontario has directed that groups of five or more (outside of those in your household) are unable to gather.  Practice physical distancing if you must go out. Please do your part to keep our community safe.

Modified Fire Ban
 As of Friday, April 24, 2020, the County of Brant will modify the open air burning ban. 

“Recreational fires and permitted burns will be allowed given required safety measures are in place,” said Fire Chief Geoff Hayman. “We want to continue to protect the health and safety of our Firefighters. We need you to do your part to safely contain and extinguish the fire to prevent unnecessary calls to the Fire Department.”

For those who have access to urban yard waste collection; you will not be allowed to burn yard waste.  Please use the collection services. For more information about urban yard waste collection services starting on May 4, 2020, visit www.brant.ca/YardWaste.

Recreational burning is permitted with no call or fee required, when:

  • The fire is contained in a fire pit which is no more than one square meter in area
  • The fire is at least 15 meters from any building, structure, hedge, fence, roadway and/or property line

Agricultural related open air burning, including brush, fence row cleanup and disposal of orchard waste must be approved by the Fire Chief at least three days in advance of the occasion.  Please contact us for more information.

If you are going to have a fire make sure the weather conditions are appropriate and wind speed does not exceed 15 kilometres per hour. Please be considerate of your neighbours and surrounding properties.

Although recreational fires will be permitted, remember to stay home and do your part to keep our community healthy. For the community’s well-being, the Ontario Provincial Police and County of Brant Bylaw Enforcement teams are monitoring to ensure people are not gathering.  The concerted efforts from the public to practice physical distancing and staying home is saving lives in our community. Thank you!

Funerals and Visitations

Due to the evolving situation with COVID-19, cemetery staff will continue to meet clients at cemeteries or the office by appointment to facilitate; lot sales, service arrangements, marker and fall monument installations.  Genealogical requests will not be accepted at this time.  Cemetery burial services will continue to be offered.   Please contact the Cemetery Office for more information at 519.442.3822.

Funeral Update:

As directed by the Province of Ontario,  funeral services held outside on municipal cemetery grounds will have a maximum of 10 people including clergy. 

All cemeteries in the County of Brant will limit attendance to a maximum of 10 people (not counting staff) at all gatherings, attendances, funerals, visitations, funeral receptions and graveside services, provided:

  • The service is under the control and direction of a funeral director.  
  • Funeral directors have one staff member to properly manage the gathering and ensure physical distancing is maintained.
  • Guests are registered/logged to enable contact tracing.

Visiting a grave?

We want to assure residents you can visit County of Brant cemeteries, but please be mindful of COVID-19 protocols and practice physical distancing when necessary.  Visitors to the cemetery should be patient and expect short waiting times as other families may be in the vicinity of their loved one’s grave.

Family and friends are welcome to place flowers (real or artificial) at the graveside. In order to keep the cemeteries clean and neat in appearance, staff will dispose of withered flowers and artificial flowers when in poor condition.

2. How can I return things?

Materials should be returned through exterior book drops. Book drops are open at all 5 library branches.

Do you have an item marked "DO NOT PLACE IN BOOK DROP" (such as puzzles, board games, or electronics)? You may return these items inside the branch during open hours.

3. Why do I still see checkouts on my account after I returned them?

We're following strict quarantine procedures, which means we do not touch returned material for a minimum of 72 hours. You may see returned items on your account until we can check them in. It is nothing to worry about - as always there are no fines or fees being charged at this time.

Since the issuance of marriage licenses requires an in-person meeting and due to limited supplies, marriage licenses are currently being issued for County of Brant residents who plan to get married within the next 2-3 weeks.  Please contact the Clerks office to schedule an appointment 519.44BRANT (519.442.7268) or 1.855.44BRANT.

Commissioner of Oaths

The Clerks Department can certify the validity of information and/or documents. We provide Commissioner of Oaths service for documents like affidavits, vehicle transfers and foreign pension forms. The County of Brant reminds the public to practice physical distancing to prevent the spread of COVID-19 in our community and to wear a non-medical face mask when physical distancing may be difficult.

Open Recreational Amenities include:

  • Park benches, picnic tables and shelters are open. 
  • The Simply Grand Dog Park located at 8 Green Lane in Paris is OPEN but with certain provisions in place. Please read the following Public Notice for rules and COVID-related guidelines: Public Notice: Simple Grand Dog Park
  • The Simply Grand Dog Park membership sales will return on Monday, January 25th, 2021. For Dog Park Memberships, please click here. 
  • Please note new keys for the dog park will not be available for pick up due to the closure of our customer service offices. Please allow for up to two weeks for the key to be mailed to your address. 
  • Playgrounds, outdoor fitness equipment and sensory trail equipment are open.

Customer Service Offices:

County of Brant Customer Service offices will close on December 24, 2020 at 12:00 pm until further notice. 

Online Payments:

Online payments are now available for bulk water, account receivable invoices, dog tags and building and planning applications.  For online payment options, visit the Online Services webpage.

Bulk Water:

As the County has suspended taking in-person payments at County offices, pre-payment for bulk water can now be made on-line using your credit card at: https://webforms.brant.ca/Finance/Bulk-Water-Fill-Station-Reload. Please ensure all fields of the form are completed accurately. There will be a one (1) business day delay before the amount is added to your account.

Municipal taxes can be paid by:

  • Online/telephone banking through your financial institution OR
  • In the drop boxes at the addresses listed below:

Charges for late payments and interest:

The County of Brant recognizes that the COVID-19 pandemic has made it difficult for many households and businesses to pay their bills in full and on time.  In response, the County of Brant provided relief on late payment charges on taxes, water and waste water and accounts receivable. This relief means that charges for late payments and interest will not be added from April 1 to September 30, 2020.  Any late payment charges prior to this period are due and payable.  The relief does not mean that the amount of the bill is being reduced. The bill remains due and payable. Efforts should be made to pay as much as you can afford to avoid accumulating too much debt that will eventually need to be paid off. Water and Wastewater - Late Payment Fees Waived:
Effective April 1, 2020, the County of Brant will not be charging late payment fees on water and wastewater usage billed by Energy+ Inc.  until September 30, 2020.  However, the fees for the services remain payable and consumers are encouraged to pay what they can to avoid accumulating debt. Property owners who have arranged for their tenant to manage the water and wastewater bills are reminded that they are ultimately responsible for unpaid bills.  Property owners are encouraged to take the appropriate steps to manage this so they are not burdened with the bill in the future.

Dog License renewal payment options include:

  • Over the phone: Credit cards payments can be made. Please call 519.449.2451
  • By internet banking: Add “County of Brant Dog Tag” as a payee and insert account # this can be found on your renewal form (example LCDG0000000XX). If you need your account number, please contact the County of Brant at 519.449.2451 (or email doglicense@brant.ca)
  • By mail: send your form with a cheque payable to the "County of Brant” to the “County of Brant – 26 Park Ave, P.O. Box 160, Burford ON N0E 1A0”

Municipal Property Assessment Corporation’s (MPAC) Update:
As part of the Ontario Government’s Economic and Fiscal Update, it was announced that the Municipal Property Assessment Corporation’s (MPAC) 2020 Ontario-wide Assessment Update has been postponed in response to COVID19. This means that property assessments for the 2021 tax year will continue to be based on the same values in use for the 2020 tax year.  Learn more: www.mpac.ca/AssessmentUpdate.

As well, the Municipal Property Assessment Corporation’s (MPAC) Request for Reconsideration deadline for property owners (who disagree with the assessment of their property) is usually March 31 of the applicable tax year.

Due to COVID-19 health emergency, the deadline for the 2020 tax year will be 16 days after the @Ontario Government's Declaration of Emergency has been lifted. For more information, visit mpac.ca.

Report a COVID-19 Concern

If you’d like to learn more, ask a question or lodge a complaint regarding COVID-19 restrictions, please contact the Joint Enforcement Team which includes collaboration from County of Brant Bylaw, OPP and the Brant County Health Unit. Contact Covid-19@brant.ca or call the COVID phone line at 519.761.8391.  The COVID phone line will become active on December 26, 2020 and will be monitored daily from 8:30 am to 4:30 pm including weekends.

Ontario Works and Ontario Disability Support Program satellite office:

As of March 17 2020 at 4:30 pm, the Community Services Office at 15 Curtis Ave. N., Paris also closed. As a result, the Ontario Works Paris satellite office and the Ontario Disability Support Program satellite office will also be closed. Please contact your case worker directly for more information.

Trails Information

County of Brant Trails
Trails owned and/or managed by the County of Brant are open, but you must practice physical distancing and maintain a minimum of 2 metres / 6 feet from others. Wear a non-medical face mask should physical distancing be difficult.

  • Dogs are permitted in parks and trails on a leash and please stoop and scoop.
  • Refrain from littering in the parks and on trails.
  • When using parking lots, leave one space between vehicles. If parking lot is nearing capacity, come back at a different time when it is less busy.

Transportation - Brant eRide

The Brant eRide public transportation program continues to operate. Enhanced cleaning practices of vehicles has been implemented. Waste Collection

The County of Brant waste collection crews continue to pick up blue box material and garbage on the regular schedule. Their efforts on behalf of our community are appreciated more than ever during this time, and we want to keep them healthy.  While crews have their own health and safety procedures in place, they have asked that we take these extra steps to help protect them on the job.

  • Ensure used tissues and napkins are placed in the garbage
  • Put all garbage in securely tied garbage bags, not loose in garbage cans
  • If you are sick, place any item that has come into contact with your mouth, nose or eyes into the garbage. This includes items you would normally put in the blue box, such as water bottles, pop cans, juice boxes, etc.

These steps will help protect the health of crews who handle thousands of bins, bags and boxes each week. We all have a role to play and by working together we can make a difference.

Waste Facilities - Reduced Hours

If use of the facilities at Biggar’s Lane Landfill and the Paris Transfer Station is necessary, please note that as of Monday March 30, 2020, the County of Brant’s Solid Waste Facilities operating hours have been reduced.

The site hours will be open as follows:

  • Biggars Lane Landfill – Monday to Friday, 9:30 am to 4:00 pm.  Closed Saturday and Sunday.
  • Paris Transfer Station – Saturday, 8:00 am to 4:00 pm.  Closed weekdays and Sunday.

The number of users/vehicles allowed on the sites at one time will be reduced to enable physical distancing. Long waits may occur at times.

The following measures for protection of staff and residents have been implemented:

  • Only debit and credit payments will be accepted
  • County staff will be practicing social distancing (i.e. maintain 2 metres separating themselves and others)
  • If 2 meters of separation cannot be maintained with the Scale House Attendants, users will be instructed to communicate with the Scale House Attendants by calling the scale house phone numbers, if they have a cell phone. A sign is posted at the scale house with instructions.
Wastewater - Please do not flush wipes

A friendly reminder to County of Brant residents:


Disinfecting wipes are helping people combat spreading germs. Please remember to throw wipes in the trash. Refrain from flushing wipes down the toilet as this can cause blockages and damage to wastewater (sanitary) and septic systems.  

Wipes can cause damage to sewer systems and equipment even if they are labelled "flushable" or "septic-safe".  When a product is labelled 'flushable' it generally means that it will clear your toilet bowl but does not mean it will clear your pipes or break down in the wastewater system and at a wastewater treatment plant.

Toilet paper dissolves easily in the wastewater systems.  However, wipes and paper towels do not.
