Site Alteration Permits
The Site Alteration Bylaw (PDF) regulates the movement of fill in the County and the alteration of land.
This By-law applies to changes to the land, such as import or export of fill to a property, including any movement of fill within the property. This By-law also applies to removal of vegetation and topsoil.
This By-law does not apply to small projects, for example:
- If you are doing a project with less than 100 cubic meters of fill.
- If you are doing work related to an issued building permit.
- If you are re-doing an existing driveway area and not making major changes to the ground.
Refer to Section 2 of the By-law for specific details on exemptions, as some have requirements to be met for the exemption to apply.
Apply for a site alteration permit
- Complete the Site Alteration Permit Application.
Important information about the Site Alteration Bylaw
Several documents may be required for a complete application including:
- Site Drawing by an Engineer
- Soil quality information on the material being imported or exported
- Environmental studies and assessments related the type or area of the work
- A minimum of a Stage 1 Archeological Assessment for any work where the existing ground is to be disturbed

A refundable deposit may also be required to address any potential damage to the roads from trucks hauling material to and from the site.
If you do not have an approved permit, you are subject to penalties in accordance with the By-Law.
